Having your own home is one of the greatest blessings from Allah. A home is not just walls and a roof — it represents dreams, security, and a better future. But today, for a middle-class family in Pakistan, building a house with hard-earned savings has become nearly impossible. To solve this issue, the Punjab Chief Minister, Maryam Nawaz, has launched the Apni Chhat Apna Ghar Housing Scheme, which provides easy and interest-free loans to help people build their homes. The goal is to support 100,000 families across Punjab.

Apni Chat Apna Ghar Scheme

CM Maryam Nawaz believes every citizen deserves a safe and beautiful home. For this purpose, she introduced an affordable, interest-free loan program for residents of Multan, Faisalabad, Sialkot, Sargodha, and Rawalpindi, allowing them to finally build the home they dream of.

The scheme offers three implementation models and aims to build 1 lakh homes in major cities. Understanding the financial struggles of middle-class families, the government has kept the monthly installment as low as PKR 14,000, which is almost equal to the rent of a small house. Anyone who owns 1 to 5 marla land in rural areas or 1 to 10 marla land in urban areas can apply for this loan.

Project’s Vision

The main purpose of the Apni Chhat Apna Ghar project is to provide safe and decent housing to low-income families. CM Maryam Nawaz has assured that installments will remain affordable, and the designs of the houses will be durable and long-lasting. To ensure quality, she has instructed that the model houses be built within six weeks so people can easily visualize their future homes.

The Apni Chhat Apna Ghar Scheme will bring several positive changes in Punjab, especially for middle-class families:

• The middle-class families will get a better living place.

Execution Models

There are three execution models in the Apni chat Apna Ghar scheme, precisely designed to reach the goal.

Execution Model-1 (Tentative 10,000 Housing Units)

In this model, the team is determined to facilitate the housing construction and equity-based or state land sharing between PHATA and developers.

1. The PHATA will provide infrastructure and construction structure to the developers. 
2. Developers are strictly ordered to follow the design provided by PHATA.
3. Developers cannot make any changes in infrastructure, if they want any change, they should get the approval. 
4. As PHATA is the provider of infrastructure and all the material to make sure high quality construction within the decided budget. 
5. On construction of state land the government will not hold any subsidy for infrastructure. 
6. The government will decide the installment amount according to house/unit construction size and design. 
7. The PHATA will be responsible for trunk infrastructure through block allocation under the permission of the Punjab government. 

Execution Model-2 (Tentative 20,000 Housing Units)

In this model, the government will work on houses in residential areas. For construction of each house the developers will be responsible to get approval from PHATA under the Affordable Private Housing Scheme (APHS) Rules 2020.

1. In this execution model the government will facilitate the low income and middle class families.
2. Private Housing Schemes under APHS Rules, 2020 will release the approval for developers. 
3. Government will determined to provide streamlined approval process through one-window mechanism. This will result in swift approval without passing through multiple places. 
4. The house size and design will be provided by PHATA. Also, this agency will be responsible for deciding the installments and the time period. All transactions will be executed through an Escrow account. 
5. The developer will receive the installment amount and once allottee will complete the 5 year loan period, the developer will officially allot the home to allottee. 
6. PHATA will supervise all construction process to ensure work quality.
7. Developers will get the decided amount through Escrow account once they complete designed milstone. 

Execution Model-3 (Tentative 70,000 loan for Housing Units)

In this model, the eligible citizens will get interest-free loan with subsidy by government.

1. People who have 1 to 5 marla plot in cities and 1 to 10 marla plot in rural area can apply for the loan on ACAG’s website: https://acag.punjab.gov.pk/index.aspx
2. The loan tenure can be from 5 to 7 years and the installment amount will depend on repayment time. 
3. Operational cost and tax will completely covered by government.  

Initial Verification Process

The PHATA is responsible for the verification process and it will start the verification at the end of the registration process. The verification will happen through following ways:

• Family designation through data from NADRA.
• Check the PMT score and it should be under 60. 
• Land ownership confirmation from official departments like PLRA, Cooperatives Department, Development Authorities, etc.

Interest-Free Loans 

Many people dream of building their own house and staying ready to get loans. However, due to high interest rates, they often neglect that though. But here Apni Chat Apna Ghar Scheme offers an interest-free loan with many other reliefs. Also, the government will pay 60% of the loan while the beneficiaries fulfill 40% down payment. 

Affordable

If you qualify for the loan, you are free for the first three months and you don’t have to pay any installment. Even after the start of the installment period, you have to pay 14,000 a month, which makes it highly affordable. For homeless and poor people, Apni Chat Apna Ghar program is a blessing. People who owns a land but cannot afford to build a home due to lack of financial resources. The government notice this issue and step up for help. Through this scheme, they provide the opportunity to own permanent residence.

Apni Chat Apna Ghar Scheme Subsidy

The Government of Punjab and Maryam Nawaz launched this program for the middle-class; therefore, it covers the most payment. In this scheme, the beneficiaries have to pay 40% down payment within 5 years with affordable installments. The government will cover the remaining 60%.

Eligibility Criteria

Anyone can apply for Apni Chhat Apna Ghar Scheme; however, there is a criteria for this scheme and if you stand on it, it will increase the chances of loan qualification. Here are the eligibility criteria for the loan program. 

1. For application, you should have the designation of head of the family.
2. In Nadra record, you must be a permanent resident of Punjab province.
3. You must own land from 1 to 5 Marla in urban area while 1 to 10 Marla in urban area. 
4. You should have no crime record or any FIR registered against you. 
5. You should not be a financial defaulter.
6. You must be a registered individual of the National Socio-Economic Registry (NSER).
7. Also, the score must be less than 60% for qualification. 

Installment Plan

If selected, beneficiaries must pay 40% down payment within 5 years. The installment amount is intentionally kept low so families can manage daily expenses alongside loan payments. Installments start after 3 months for maximum relief.

The chief minister stated that she decided the installment amount and time period would be highly affordable for the middle-class. This way she tried to help them as she understands that people also need money for daily expenditure and medical emergencies. The allotted amount is extremely affordable, it is like the rent amount for a small house in a rural area. Also, the installments will start after 3 months to offer maximum relief.

To qualify this program you have to provide following information and documents:

• Full name registered in NADRA.
• CNIC number
• CNIC number of head of the family ( Husband/ Father).
• Contact information, i.e., phone number and email. 
• Gender
• Address, i.e., division, district and city. 
• Property ownership documents 
• Create user password if you are first time on the portal while if you already have an account, provide your password for confirmation.
